Isn't a promise of Firefox that the energy spent on something like Firebug could instead be utilized on the built-in dev tools?

Who would have promised that? The firefox developers? Or the firebug developers?

In general, in the open source landscape, people work on whatever they want to work on, not on what somebody promises.
