My domain is also set like that and it is a fairly fresh google apps account, so it's probably the default.

Perhaps because you don't have Google+ enabled as an available service. I get a similar message and this is the reason in my case.

I have Google+ enabled as a service, and shared ads are still disabled for my domain. It does appear to be the default setting for Apps.
