If reputation with the masses was completely irrelevant, the likes of Saudi Arabia wouldn't throw dozens of billions at trying to improve it. Neither would there be any use in Hasbara outside of lobbying.

Soft power is still power. It might not be as good as hard power, but you sure would rather have it than not.
