More of a dig at a16z (Andreesen Horowitz) and the BrainRot industries (Crypto, Gambling, Social Media...) they and other VC's are hell bent on funding.

It's the type of joke that wasn't that funny the first time, and progressively gets less funny each time.

I've seen it used in real life in this context.
