I work in an org where you can talk directly to any leader. That doesn't actually help with the outcome. The org and culture are stronger than any leader. If the org has evolved with gate keepers the leader is generally never going to remove them just because you go and complain about them.

This is not necessarily being clueless. It's more about being powerless against organizational forces. I've seen accessible strong leaders, with strong beliefs in culture, having their culture subverted by middle management and "organization".
