Optimal(?) strategy for driving down vaccination rates:
(1) Make sure that infections which have highly unfavorable outcomes are perceived as extremely rare.
(2) If any anti-vaccine memes appear, react with contemptuous dismissal - both of the memes, and of people attracted to them.
(3) If any such memes persist, work to make them part of the hottest culture war available. Should any well-intended Public Health advocates on "your" side fail to understand that angrily being RIGHT in the culture wars matters far more than mere human welfare (especially for the "wrong sort of people") then do whatever is needed to marginalize or silence them.
