Evil is... such a loaded term. Lets say instead that he has a history of callous disregard for the rights and dignity of others, the truth, those closest to him (partners, children, etc), and the world at large. I think for a lot of people his conduct towards the divers in the Thai cave rescue was a wake-up call, especially when he proved to be unrepentant in the face of evidence that he was wrong.
I would call him selfish, malicious, greedy, and callous. If that adds up to your definition of evil, then yeah.

I mean, that fits most definitions of ‘evil’, other than the cartoonish moustache-twirling variety, which was always more of a literary trope than a real thing.
