Yes, piracy and copyright infringement is rampant, but by both individuals and corporations. A great example is the Amen Break. If you've got 20 minutes, I can't suggest this video enough for everyone:

Sampling happens a lot in music. Using a few seconds of someone's performance in your very different song probably falls under fair use, or it might even meet the "transformative" criterion for being a completely different creative work.
