Base macOS uses more than 4GB, or close to it, on a fresh install right after booting. 8GB really is a minimum for macOS. But tons of consumers use their computers in ways that require more resident pages in memory, like having hundreds of open tabs in Chrome or Safari. 8GB is getting really constricting even for casual use.
