Seems .. iffy but I remember reading it and being both shocked and excited that it was possible. I want to say that it was intended for things where the SEC and FTC would be involved today. Maybe I dreamt it. Or maybe it was revoked via an early constitutional amendment that I’m not familiar with.

Ok I was dumb for thinking of it this way and I really wish I remember what I read.
