How do we know that it's really what it purports to be? I can't find anything about the channel author. The channel host says it's from the Reagan Library; can anyone find it there?
If it is truly a work produced by the Federal Government, then it is Public Domain, and this YouTuber has absolutely no right to release it as CC-BY.
If this license is legitimate, I'd definitely be interested to know the process whereby they came to agree to such a release. I have a feeling that the real answer is much simpler: this is simple piracy, and nobody in an official capacity has sent a DMCA takedown (yet).
