They recently changed the payment model, at least in some locations. It's now 1 EUR for using the restroom, but you also get a 1 EUR voucher for food and drinks.
This is one of the ways to go about it; roughly similar to the "ask for the key at the counter" you sometimes see in the USA (though that is often to keep drug users out of the bathroom with more or less success).
