Just some reference numbers off the top of my head.

Mobile GPU max power (using Geforce examples)

80W GTX 1660 Ti (mainstream/high end before Geforce RTX took off)

115W RTX 2060 (if OEM tunes it that high)

140W RTX 3070

175W RTX 3080 Ti

Does the law require only USB-C charging or must charge by USB-C? The language of "will have to be equipped with a USB Type-C charging port" makes it sound like it's only required to take USB-C power not that it can't have a higher power alternate port.

I too believe that is going to the case. So technically my SB1 qualifies but I need an extra power brick if I want to use my gpu at max too!

Exactly! paired with a powerfull cpu you will drain the battery while working on full performance.

Also sadly there are multiple reports about this issue with microsoft products too. That and coil whine...
