On iOS you do not have that choice with many apps because they (fairly) do not wish to fork over 30% of revenue. So if this was introduced to iOS, the choice would be "Sign up for Netflix in the app" or "Not at all". You just do not have the option to use centralized billing on iOS with Netflix. "You download the app and it doesn’t work".
