Most x86 CPUs from the last 3-4 years include firmware-level TPM support and do not require the modules you are talking about, so there will be uptake amongst people with computers made in that timeframe.

(I am not defending Microsoft's decision, just pointing out that your claim is incorrect)

Depending on SKUs, Intel PTT may be is fused off.

Some new laptops with dated bioses still don't have the firmware code to enable it.

So yes, if Microsoft spurs the OEMs, they can make the transition going a bit faster.
