In EU, torture is not allowed. Not talking about the other western states though ;).

It's not allowed in the States either, but it still happens. It happens in the EU too. In general, the Western countries are not free from blame when it comes to war crimes due to complicity with the US :/

Thanks for the info. But this actually confirms what I was saying: EU doesn't tolerate it, it even doesn't tolerate CIA doing this on EU soil.

Since CIA is doing the torturing, there is no question US allows this to happen.

So conclusion: torture is not allowed by EU, but is by US.
