Well, shutting down a modern city can makes things "pretty bad". People have to eat. There are other 'social patterns' that will also manifest in short order. Certainly should not be a surprise to a thinking person.
I live in Brooklyn and very close to a hospital. It may be a "war zone" per NYTimes inside the hospitals (I can not verify that) but outside, including ambulance traffic, it is very quiet. Too quiet.
