That is an argument for libyears, not against it. If they only updated the docs, why didn't you upgrade already? If anything, projects using stable libraries like this could very easily reach 0 libyears, because there are no breaking changes when upgrading.
It's for and against at the same time. Depends on your software upgrade roadmap. I think that's just a silly number, that us correct and incorrect at the same time, but probably good enough on a large scale, just like story points.
Edit: Sorry, I was wrong earlier. The post linked above was written by a different user (u/TEFL_job_seeker), using the same save file as the original poster (u/Lycerius). The original user implied they stopped playing the game, since several solutions to victory was already found and shared on Reddit, mainly in a comment at [0], also implied at [1].

2. Yes but ~1990 is not a good baseline as back then lots of highly inefficient industry and power plants of former GDR were still running and on the brink of being demolished due to economic collapse. It makes Germanys efforts look much better than they were.
