According to mysql bug 69512 [1] this particular issue was the result of a build process error and was not intentional.

This is indeed the given explanation, but why on earth was there a separate set of man pages with incorrect copyright headers?


Interesting that they are choosing to release the community edition under the Affero GPL3. (They also mention a "contributory agreement" which probably means a copyright assignment.)
