and then there is a decent amount of software that's mostly "one and done" and has immense performance constraints - games and anything that has to do with real-time. for game engines, a custom data format from the very start makes a lot of sense because your budget is usually less than 17ms and 8 threads on low-end hardware and 8.(3)ms across 16 threads on high-end. there, "smart data structures and dumb code beat dumb data structures and smart algorithms" couldn't be more true.
yet, for a generic app or server, just don't fuck your brains and go with SQLite
Keep in mind that everyone else is usually unaware (by design) of what all the intelligence agencies can do, but I doubt they would help in this scenario even if they could.

sadly that's also true within Ukraine. like, I know that Russians are handling Ukrainian prisoners of war very brutally (no sources, why: [0]) but, if not for [0] AND if I wouldn't be killed by my co-citizens for that, I would point out a good chunk of misconduct on Ukrainian side as well.
I also recall the history lessons. I can't remember anyone who committed a war crime against Nazi Germany that also was internationally prosecuted. yep, the West did prosecute domestically, and there were some loud cases with German POWs, but I can't recall any, any Soviet soldier being charged for e.g. rape.

still growing, you mean. France is, however significant, just one country. and then there is broader push to FOSS inside Europe, as well as Europe's own sovereign solutions. some attempts were failed, some were successful, but everything is still in progress
EDIT: on a second read, this sounded too diminishing of this achievement than I intended. the point is that it's not fully done yet, although it is remarkable that there is, finally, a political will for such actions
Sadly back in the day the city of Munich caved in (hosting Germany's MS headquarter). They had a good good run with their Linux. But the state of Schleswig-Holstein is pushing for more open source and switching to Libre Office (80% or so done). They talk about that on their Open Source Initiative page [1].
At first I thought you were talking about an actual rotating fan, which would be an awesome addition to this. Just a small PC fan running at a very low RPM built into the side in a circular cutout, with that worn metal patina look.
