From my experience, Chinese engineers listened to CCP - they are engineering tools for their ruler. For example, the Three-Gorge dam project was opposed by many geologists and scientists. But the party wanted so the engineers helped the party. There are many such examples. The impact assessments are mostly fake so nobody really take these serious like we do in the West.
