Problem isn't finding someone who can code and write code that works and is even good. Problem is finding someone who cares, is motivated, gets along with others, understands what they are building, is a good communicator, and doesn't decide that they are going to change priorities and do what they want because they know best. THAT is what's hard to learn during an interview.
